Hastings’ finance director has resigned following a formal complaint against her and a resulting investigation by the city.

The Hastings City Council on Monday is scheduled to consider a resignation agreement for Charlene Stark that would be effective immediately and result in a severance payment of eight weeks’ salary.

City Administrator Melanie Mesko Lee said Friday that she received the complaint against Stark in July and that she put her on paid administrative leave while she investigated it.

Citing data privacy laws, Mesko Lee said she could not release details about the complaint other than that it is not criminal in nature.

Mesko Lee said Stark submitted her resignation this month shortly after Mesko Lee completed the investigation.

Stark has been employed with the city for 15 years, first as its assistant finance director and as the finance director the past 10 years, Mesko Lee said.

Stark could not be reached for comment Friday.
